One of the biggest frustrations I hear from portfolio clients rolling out projects across EMEA is this:
“Why does the cost management quality swing so wildly from country to country?”
And they’re right – it does.
In many parts of Europe, cost management or quantity surveying isn’t even a standalone profession. In some countries you can’t get a QS degree. The role simply doesn’t exist in the way UK clients are used to.
So when a client expects a UK-style service — detailed estimates, structured reporting, benchmarking, robust VE, clear change control – they’re often disappointed.
We saw this firsthand with a major tech client rolling out offices across Europe. Great design ambitions. Clear standards. But their experience of local cost consultancy ranged from “excellent” to “non-existent.”
So I built a model to fix it.
The UK ‘Centre of Excellence’ Model
To give them the consistency they needed, we flipped the typical setup on its head.
1. All front-end cost planning done in London
We made London the control tower for the pre-contract stages:
- Cost planning
- Option appraisals
- Detailed estimating
- Value engineering
- Benchmarking
- Data analysis
Because this is where UK QS expertise genuinely adds value. It’s where accuracy is built.
2. Partnered with local teams for what only they can do
Local market knowledge still matters.
So we used in-country partners across EMEA for:
- Local rates and market intel
- Language support
- Tendering
- Post-contract delivery on site
But all outputs were routed back through us to ensure consistency, quality and governance.
3. Post-contract led locally, controlled centrally
Once projects flipped into procurement and delivery, the local teams took the lead – but all reporting came back through London.
This gave the client:
- One reporting format
- One cost management approach
- One escalation route
- One governing framework
This approach removed 90% of their headaches.
The Results: 95% Estimate Accuracy Across EMEA
By the time we reached the third or fourth project, something powerful happened:
We could produce detailed estimates from test fits alone, because we knew:
- Their design standards
- The specification intent
- How designers interpreted those standards
- What usually changed
- Where efficiencies could be found
We started predicting the design before it was even drawn.
That’s when accuracy really tightened.
Across the programme, we hit 95% estimating accuracy, even in countries where the QS profession effectively doesn’t exist.
What That Meant for the Client
1. Predictable budgets across 12 EMEA projects
No more surprises. No more panicked VE at tender stage.
2. Real benchmarking across the whole programme
Because everything fed through one hub, we could:
- Compare like-for-like
- Identify standard deviations
- Quantify uplift vs. downgrade
- Track procurement performance
- Spot inefficiencies early
This is what most global clients say they want, but few actually achieve.
3. Programme-wide savings
By analysing their data, we spotted areas where deviations from standards on earlier projects had cost money, and reversed them on later schemes.
4. Faster decision-making
When exec teams know the numbers are robust, approvals become 10x easier.
Why This Model Works
It’s simple:
Front-end accuracy → consistent standards → better data → smarter decisions → programme-level savings.
Most global workplace programmes fail because the cost management approach resets to zero in every country.
This model turns it into a repeatable engine.
And that’s how we delivered 12 projects around EMEA, each one faster, more consistent, and more accurate than the one before.
