I was recently invited to a roundtable hosted by Women in Office Design on Preserving Design Intent Through Delivery. We debated:
- What causes creative compromises on site?
- How can we balance vision with constraints like budget and programme?
- Who safeguards the design – and the client’s goals – during construction?
My view? A big part of the answer is independent, proactive cost management.
There’s a common misconception that quantity surveyors (QSs) are just there to cut costs – to say “no” to bold ideas, downgrade materials, or clip the wings of the design team.
But that couldn’t be further from the truth.
When done well, cost management protects design quality – ensuring that every pound drives value and that great design survives the journey from concept to completion.
Why Cost Management Is More Than Cutting Back
Cost management isn’t about slashing budgets. It’s about aligning the budget with the vision, so that:
- Money is spent on what matters most to the client
- Risks are priced and managed early, not when it’s too late
- The design team has a clear commercial framework to make smart decisions
Without this, projects often face rushed cuts late on – when redesign is expensive and compromises hit the things people actually notice.
How We Do It in Practice
At EthosEQ, we use the RICS New Rules of Measurement (NRM1) to break the project into elements, apply benchmark data and market-tested rates, and build a ‘should-cost’ model.
But we don’t stop at spreadsheets.
We also run technical cost studies on specification options – comparing alternative materials, systems, or build-ups to help the design team and client choose the best-value solution, not just the cheapest one.
On top of that, we actively engage the supply chain:
- Consulting the market on contract terms
- Testing packages early to bring the trades along
- Keeping a sharp eye on market capacity
This matters because without it, projects risk baking in unnecessary risk premiums — contractors price what they don’t know, and suddenly a project that was affordable on paper becomes unaffordable in reality.
A Real-World Example
On a recent tech-sector fit-out, the first scheme came in 10% over budget.
But because we had early, detailed cost plans, live market input, and technical studies comparing key package options, we could work with the designers to adjust specs where it mattered least and hold competitive tension in procurement.
The result? The client got the scheme they wanted – delivered on budget and without sacrificing the design ambition.
The Takeaway for Clients
A good QS isn’t there to say “no” – we’re here to make sure you get to “yes,” without losing what matters.
We help you:
- Make value-driven choices early
- Run technical cost studies to inform design decisions
- Engage the supply chain to avoid unnecessary risk pricing
- Protect design intent through commercial and delivery challenges
